Frans Hals Roof Shock

Bob Gould, of the engineering consultants Charles Scott and Partners, has produced a budget estimate of the cost of the repairs required for the Frans Hals Court roof. The estimated total cost of £191,000 will mean each Frans Hals Court flat, or garage, owner will face an average bill of about £6,000.

Bob Gould has been authorised by the management company to draw up a detailed tender document to be sent out to companies able to undertake the required repairs. Frans Hals Court owners will then be advised of the quotations received and the final cost. It is intended that the work will be done at some time during the summer. The overdue external painting will be done at the same time.

James Rimmer, the new London Yard Chairman, is writing to the owners concerned to warn them that they will be receiving a bill for the repairs in the coming months. James is concerned that such a bill may come as a shock to some owners and he, and the Board of management, are looking for ways of advising those who would have difficulty raising the necessary funds. The old Board had known about the problem for a number of years.

A meeting will be arranged for the end of April to give Frans Hals Court owners an opportunity to meet Bob Gould and ask questions regarding the repairs.

Frans Hals Court's roof has two pairs of gables. Between each pair is a metal flat roof area. Both metal roof areas need to be replaced. The only other block that has a similar roof is 65-85 Amsterdam Road which has not been surveyed and has no reported problems at this time.

Summary of Roof Problems

You are in a 'Good Behaviour Zone'

New powers to tackle bad behaviour has been taken by the police and Tower Hamlets Council. The council have declared Manchester Road, and adjacent roads to be a "Good Behaviour Zone".

Trouble makers will be banned and groups caught acting in an anti-social manner will be dispersed. In addition, unaccompanied children under 16 years found in the zone after 9 p.m. could be taken home.

So, if you want to sing at the top of your voice or display any part of your lower anatomy, it may be a good idea if you go to Westferry Road to do it - that is,  presumably, a Bad Behaviour Zone.

CCTV and Satellite TV

Outline proposals for the installation of both CCTV and satellite television have been presented to the new Board of management by Paul Duffy.

CCTV

The CCTV proposal is to install a recording PC at an appropriate location on the Estate. This will capture the images from cameras installed at strategic locations. At the same time the system would provide the security guard, using a hand held device, with the ability to review activity on the estate  regardless of his location.

Satellite TV

Using a dish type known as a Toroidal dish which has an additional curved surface that allows for the dish to collect signals from multiple satellites at the same time. This would cater, not just for Sky TV, but for foreign language stations.

Detailed proposals for both projects are being drawn up with detailed costs and technical specifications and will be presented in the coming months.
